In this letter, Fuller describes his poor treatment upon his return to Fort Monroe and his hope for a prisoner exchange. He states that he had held hope that the Union would be reunified, but during the course of his imprisonment came to believe that reunification would be impossible due to differing standards of justice between the North and South.
